“When there’s a freeze in Chicago, good luck finding a 30-year-old plumber—they don’t really exist,” notes Feinberg. “They’re all 50, 60, and getting ready to retire. That’s because we screwed this up 20 years ago.”
This recognition of critical workforce gaps led Feinberg to establish WorkTexas in 2020, providing free instruction in high-demand trades including electrical work, welding, plumbing, and HVAC maintenance. Beyond technical proficiency, the program emphasizes workplace readiness skills that employers consistently identify as crucial for success. “Technical skills are about 30% of what employers want,” explains the workforce development specialist. “The other 70% all say the exact same thing—what we really need is people who get to work on time and can work on a team.”
Through strategic partnerships with organizations addressing housing, transportation, and childcare needs, Feinberg has created an integrated support system that helps overcome barriers to sustainable employment.
With approximately 70% of graduates securing employment at wages averaging above $19 per hour, WorkTexas demonstrates how targeted vocational training can simultaneously address critical workforce shortages while creating viable alternatives to traditional higher education pathways that have left many students burdened with debt and limited employment prospects.
